The set forth below describes an approach sketch aimed to smooth over the  arising  conflict of the Middle Asia world and so-called «Western»one.  I guess using it would allow to avoid large-scale military conflicts. Although to achieve it it is to be thoroughly worked out by relevant experts.

Unfortunately it is under influence of various religion factors, so the religia expert should be called for as well.

One should not forget that all Middle Ages long Persia was a center of world-wide culture - and that was not in literature only, but in mathematics and technologies.  For some reasons (that we are not going to discuss here)  that era had finished with fundamentalism. IMHO the upcoming fundamentalists stated «Allah is incomprehensible: any atmpt to comprehend Him is considered sin, He created this World. Hence comprehension of this World should be considered as sin too» That reminds some statements of the Holy Inquisition.  Since that break it had been getting gradually worse. The flowering science were forgotten, the our days students of Many Islamic Institutes are just learning by hard the same Qoran texts. Step by step the situation was getting worse, heating up by common envy; by now it has risen up to the edge of hot conflict.

To smooth it away the following approach is to be applied. A lot of various experts had already written about it. For example Knocke, B (1990) in Political networks: structural perspective (Cambridge, England; New York Cambridge University Press)

He places emphathasis on information and knowledge, in addition to material resources as a «basis» for defining «power» to produce» intended  efforts on the attitudes or behaviors of other actors in the transactions around network»

In that work the author was discussing environmental issues. But it can easily be applied to other conflicts, and the stated above one as well.

International community, both the USA and European Union are spending huge amount of money to stop the Israel-Palestine conflicting. Till now all these efforts were more or less fruitless and money provided by the European Community were being used to support the families of the suicide bombers. This has actually provided terrorism with such a fleur of romantic self-sacrificing. A terrorist believes that if he sacrifices his life by making an explosion he would go directly to paradise (and it’s bad by no means), so he would go directly to Allah, simultaneously providing his family with financial support - and there is no other way of doing it. 

Consequently to solve this eternal question two options could be offered. The first is to establish outside control over provided funds distribution and stopping  fund supporting  of Palestines.  It seems me too complicated but I don’t know why it had not been done yet - the reason might be the well-known European liberal sympathy to poor Palestines - then what would you say about poor Israel people? The European support is just keeping this conflict burning. Israelites are actually blaming the Xavier Solano’s anti-Semitism.

The second option seems me more difficult, more efforts-expensive, but more effective in long term.

 This way is creation of children educational system accompanied with providing its graduates with some privileges. To realize it  with the assistance of that very European Union and its volunteers  a children educational, upbringing system is to be created and a new generation of tutors is to be developed. Nowadays a tutor is to be regarded not as just the information-provider (since information nowadays is quite accessible, may be even too much of it), thus a tutor is to show a pupil way of its processing  and analyzing - that means (back to «Straight and crooked thinking» by Richard Thousand) and not this book only), so tutor’s influence is mainly  thinking habits forming. By the way Israel might take part on this stage too, acting as a partner - and that should prevent further Palestine negative.  The graduates of such a schools system are to be further promoted  - in order to make it attractive for people. And  no doubt the possible curruption is to be strictly watched out.

Nowadays all of (may be just the most of) such educational programs are supported by «Hamas» - so could you imagine WHAT kind of knowledge they do provide within the scope of these programs?  Actually there are al olt of universities in Mudslim countries, but all of them have highly Islamic-fundamentalism background.  But Qoran is full of sentences like the following:

>I will instill terror in the hearts of the infidels.  Therefore

>strike off their heads and strike off the fingertips of every one >of them.

>Quran Surah 8: 12

 Ancient Persian philosophers had great mind to overwork it into rather   reflected and peaceful  works. They works should be wilder promoted instead of those of Fundamentalists.

 At the same time the European simpathy and enthusiasm are to be turned toward establishing good educational centers instead of sponsoring the corrupted local authorities.

This idea seems very clear and easy to get for me. The European volunteers would  be provided with the romantic Idea of Serving Great Goal (certainly some financial stimulus should be elaborated for them)  - and they have the needed thinking habits; so they would get the Great Sense of Life together with some extreme - and according to many various examples they are badly looking for something of that kind.  European authorityies may draw some Israel structures too - that would be good if  Israel calms down its eternal enemy and the Palestines would be helped to develop  the modern democratic community and to gain peace slow by slow.  All the world history proves that a person whose mind is well-developed  is less affected by aggressive appeals of typical politicians. As for «International Community» - I believe it would just benefits from conflict solving too. And further on people that had got such an education are to be somehow promoted,  well, such people are to get some benefits, not financial may be ( for that would provide a road to further corruption), but «status» things for sure..

However the main problem I see in the long preliminary history of this conflict. Both of the actors have been more-or-less adopted to its conditions. Despite they suffer from it they get some dividends too. For the funds are transferred and there are to be some people around it.

Obviously no «loud» war could be started in this region. At the same time  both these nations have close origin and hence are genetically close.  This educational (or upbringing) program would help  to create new job places, finally to create civil society and thus to overcome high regional corruption.

As the main goal I regard thinking habit development. It would not be possible to influence the adult people psychology, to inject them these thinking habits, so it should be started from childhood age.

Recently I had watched an instructive tv program on the events of Munich Olympic games of 1972.  That had just ensured me in my idea. The operation «Heaven’s rage» was perfectly carried out but it failed as long-term strategy. As a result it had just helped to create for Europeans the image of Poor Opressed Palestine people though the main leaders of the «Black September» organizations were neither  oppressed nor poor. They were quite OK, playboys or gurus....  However they were  good in reinforcing common people fanatism  and neither fantism can be won by  power. That will just reinforce it.  Hence  another way is to be found. Something quite unexpected.

 

Al the same should be done with the «Desert horror» Iran. It could be started with propaganda through mass media sets

At the moment the main way of public opinion influencing are mass media. It’d be hardly possible to suppose living with no tv or radio-set at least. Thus I guess that both Palestine and Iran people do have at lest something. That makes the situation  easier. With the use of mass media tools a program could be initiated that would influence public opinion and change it step-by step. Over Iran territory a telecommunication satellite should be hang that would  translate attractive and easy-to-get  entertaining programs which one could get with the use of simplest antenna.  Sure that should be combined with importing enough tv-and radio-sets into the country, with making these tools available for the most of people. Then mass media experts should be summoned which would elaborate  the needed programs  taking into account Islam people psychology, traditions and behavior.  Then with the help of collaborating Islam leaders some religions  and instructive programs, popular scientific programs and so on.
