New Doctrine.
Despite it’s hardly possible to consider all the cases, all reasons that move the politicians and other decision-makers, IMHO at the current state there is one main cause that should be regarded always, sine qua non. Here it is.
First we should accept that Homo sapiens is biological object. Hence if we would regard the evolutionary history of this species, archeology and history would show us that the evolution mainstream was mind development and hence mind control over instincts. It’s known that there were two branches of evolution: Homo neadertalensis and Homo sapiens. H.neodertalensis had become extinct in course of competition with H. Sapiens. It had died out despite its huge physical potential (strength, reaction est.). H.sapiens was more advantageous due to its brain development and hence ability to analyse the situation and react correspondingly.
To control these instincts all the primal folks had created a complex and strict taboo system and related social system.
In course of human history this system were slowly changing and various taboos were due to liberalization. (By the way this current liberalization is being the Great Horror of our - not, not only ours, but any - religious patriarchs. But it is t be discussed later). This liberalization seems to be unavoidable because it may have (and IMHO it does have some evolutionary advantages. There are many examples in human history that rigid «wooden» societies were due to the extermination (as well as any biological species that have few standard aberrations ( suffering any rude environment changes they extinct). These taboos liberalization is bringing to the forefront RATIONAL control over instincts (which are so attractive for any society and hence are so often used by any politicians. However to keep control over instincts mind is to be developed or trained, possess relevant motivation and experience (NB experience is the most important!). And this may be formed only in course of education since childhood. I mean by no mean just «factological» education but the up-bringing, which include many various facts - so called «atmosphere», surrounding the person is being developed. This forms person mental outlook that in its turn determine person’s ideas.
That could be perfectly seen if speaking about Japanese samurais. They were perfect warriors with brilliant and rigid social structure. Nobody could win samurai in sward battle. But the Dutch sailors brought fire arm, the muskets - and their society got exterminated!
The things we are facing with now are muskets by no mean - may be by some because they are weapon too. So as well as samurai paradigm our current military paradigm is due to changes.
Simultaneously it is discussed the future human population development and demography prospects. Some experts say that there are two options: either qualitative leap to the next level. It seems to be as unavoidable as for example snow in winter time in Russia or water-boiling at 100* C at normal atmosphere pressure.
It is widely discussed by everybody around. But all of them fail doing the next step - IMHO the only way is wide education system establishing ( this system should include and analyse-criticise-pass to children heads all the «humanitarian values» of human civilization. Certainly that would lead to some globalization and «democrathysation», but for the humanity would continue its existing they are crucial as well as unavoidable.
